Almost every region of Quebec offers places where you can do ice fishing, normally on frozen rivers, like the rivière Saint-Anne in Sainte-Anne-de-la-Pérade in Mauricie, or on the Saguenay River in Saguenay - Lac-Saint-Jean. People put shacks on the river to keep warm in spite of the cold weather outside, which allows them to fish comfortably. You can rent those shacks for a true Quebec winter experience, or go to an outfitter to discover this sport accompanied by a guide who will teach you the basics of this activity.
